Webinar on How to Develop and Implement a Medium-Term Fiscal Framework

The International Monetary Fund–Middle East Center for Economics and Finance (IMF-CEF) and the IMF’s Fiscal Affairs Department (FAD) hosted a webinar titled “How to Develop and Implement a Medium-Term Fiscal Framework” on Tuesday, October 7, 2025. Mr. Sami Ben Naceur, Director of the CEF, delivered the opening remarks, and Mr. Rashid Sbia, Senior Economist at the CEF, moderated the session. Ms. Amanda Sayegh, Senior Economist at the FAD, presented an overview of good practices and practical guidance on developing and implementing a medium‑term fiscal framework (MTFF). The presentation highlighted the core components of an MTFF—including the government’s fiscal strategy, medium‑term projections of key macroeconomic variables and fiscal aggregates, and expenditure ceilings. She discussed institutional arrangements to support the MTFF, ensuring its integration with the budget preparation process, and implementation challenges drawing on international and MENA country experiences.

Following the presentation, the floor was opened for a Q&A session with a diverse audience from the Arab world, comprised of public sector officials, academics, and representatives of the business community, civil society, and other international organizations.
