Webinar on Fiscal Policies in a Warming World

The International Monetary Fund-Middle East Center for Economics and Finance (IMF-CEF) and the Fiscal Affairs Department (FAD) held a joint webinar titled "Fiscal Policies in a Warming World" on March 6th, 2024. Paulo Drummond, Director at the CEF, delivered opening remarks at the beginning of the event, which was moderated by Chiraz Labidi, Senior Economist at the IMF-CEF. The speakers, Alexandra Solovyeva and Christine Richmond, delved into the challenges facing policymakers in balancing climate objectives, debt sustainability, and political feasibility. They emphasized the need for a well-calibrated mix of revenue and spending-based policies, including policies that encourage private investment in low-carbon technologies and address market failures. They also discussed the crucial role fiscal transfers can play in protecting vulnerable communities during the transition. The speakers focused on the importance of building tax capacity, improving spending efficiency, and fostering private sector involvement in climate financing for emerging markets and developing economies. The floor then opened for a discussion during the Q&A session with a diverse audience from the Arab world, comprised of public sector officials, academics, and representatives of the business community, civil society, and other international organizations.
